Rezumat
Articolul este dedicat unei scurte istorii a organizării administrative a României, într-o abordare etapizată cu accente puse atât pe cntinuitate cât şi pe discontinuitatea procesului statistic. Tot mai puţini statisticieni, chiar şi dintre aceia cu o îndelungată activitate practică, mai pot percepe astăzi importanţa asigurării comparabilităţii în timp a datelor teritoriale sau administrative, precum şi dificultăţile de evaluare a decalajelor istorice. Articolul oferă în esenţă o succintă retrospectivă a reglementărilor ce au bulversat confruntarea statistică şi evaluarea dinamicilor reale structurale ale subsistemelor administrative în continuă schimbare, una cu impact simultan şi pozitiv şi negativ din păcate. Cum este iniţial conceptualizată, mereu restandardizată, permanent exemplificată şi periodic investigată statistic o unitate teritorială administrativă constituie o întrebare majoră, la care autorii încearcă să răspundă prin această lucrare, pornind de la o introducere axată pe specificitatea seriei statistice de tip teritorial, urmată de identificarea de etape, structuri sau subsisteme teritoriale recuantificate statistic şi readuse în contexte de comparabilitate istorică atât de necesară pentru a putea înţelege procesele de convergenţă europeană economică şi socială. Un set de interogaţii finale constituie o soluţie mai curând relativizantă într-un climat heraclitian al schimbării în care nevoia de continuitate versus cerinţa de adecvare domină viitorul tuturor cercetărilor dedicate seriei statistice teritoriale din economia României.

What does a brief retrospective of “regionalization” look like, and what are the main questions as to the prospect of the administrative and statistical vision of Romania?
Abstract
The article is devoted to a brief history of Romania’s administrative organization, in a step-by-step approach with emphasis on both continuity and discontinuity of the statistical process. Ever fewer statisticians, even smong those boasting a long practical activity, can still perceive today the importance of ensuring the time comparability of territorial or administrative data, as well as the difficulties of evaluating historical gaps. The article essentially provides a brief retrospective of the regulations that have fundamentally upset the statistical confrontation and the evaluation of the real structural dynamics of the constantly changing administrative subsystems, a change simultaneously generating positive and negative impact, unfortunately. How a territorial territorial unit is is initially conceptualized, being always re-standardized, permanently exemplified and periodically investigated in terms of statistics, is a major question, to which the authors try to answer through this paper, starting from an introduction focused on the specificity of the statistical series of a territorial type, followed by the identification of stages, structures or territorial subsystems that are statistically recquantified in terms of statistics, and returned to contexts of historical comparability, which is so necessary so as to be able to understand the processes of European economic and social convergence. A set of final questions represents a rather relativizing solution in a Heraclitian climate of change, in which the need for continuity versus the requirement of adequacy dominates the future of all research devoted to the territorial statistical series in the Romanian economy.
