Abstract
Această lucrare este dedicată factorilor critici și criteriilor majore în proiecte definite ca fiind de succes, bazate pe finanțarea externă. Aproape cinci decenii de existență a unei astfel de organizații importante ca Project Management Institute (PMI), s-au bazat pe managementul de proiect utilizat simultan în domeniu științific și educațional, pentru a oferi sprijin economic și social, cu impact demografic și umanitar, dar și de esență profesionistă și mai mult multiculturală a dezvoltării globale a lumii. Entuziasmul și dedicarea unui grup de manageri de proiect, ingineri, statisticieni, economiști, sociologi, matematicieni, etc., pe parcursul a două decenii, între 1960 și 1980 a dus la fondarea teoriei factorilor critici și a criteriilor majore pentru un proiect de succes. Vocea unor giganți precum Dennis P. Slevin și Jeffrey K. Pinto, dedusă din lucrările lor și din activitățile și punctele lor de vedere, precum și din lucrările de formare instrumentală, metodologică și de manangement în proiect, au oferit și furnizează în continuare o conceptualizare holistică a teoriei naționale și regionale, europene și internaționale a factorilor critici și a criteriilor majore, ca viziuni centrate pe informații și rezultate care vizează îmbunătățirea standardelor economice, sociale, instituționale, etc. și performanța evaluărilor proiectelor de succes. Autorii articolului încearcă să prezinte sintetic opinia lor, iar la finalul ariticolul identifică printr- o manieră de ierarhizare statistică câteva aspecte specific proiectelor de succes în România finanțate de Uniunea Europeană (UE).

CRITICAL FACTORS AND MAJOR CRITERIA IN SUCCESFULL PROJECTS BASED ON FOREIGN FINANCING
ABSTRACT
This paper is dedicated to the critical factors and major criteria in projects defined as succesfull, based on foreign financing. Almost five decades of existence of such an important organization as Project Management Institute (PMI) were based on project management used simultaneously in scientific and educational area, economic and social support, demographic and humanitarian impact, but more and more professional and multicultural essence of global development of the world. The enthusiasm and dedication of a group of project managers, ingineers, statisticians, economists, sociologists, mathematicians, etc., during two decades, between 1960 and 1980 led to the foundation of the theory of critical factors and major criteria for a success project. The voice of some giants like Dennis P. Slevin, and Jeffrey K. Pinto, deduced from their papers and from their activities and views, as well as from the instrumental, methodological and project manangement education works, have provided, and are still providing, a holistic conceptualization of national and regional, European and international theory of critical factors and major criteria visions centered on information and results aimed at improving economic, social, institutional, etc. standards and performance of the success project evaluations.
The authors of this article try to present synthetically their opinion, and at the end of the paper to identify through a statistical hierarchical manner some specific aspects of the successful projects in Romania financed by the European Union (EU).
